59,000 foreigners ‘registered as voters’
KUALA LUMPUR: Some 59,000 foreigners have been registered as voters in Malaysia due to “gaps” in their details, according to the Malaysian Electoral Roll Analysis Project (MERAP).
MERAP project director Ong Kian Meng said there were “gaps” in their registration details and this has raised suspicion over their status as voters.
He said this today while speaking of his finding at a Bersih-held press conference.
“If you are a Malaysian born abroad, you will have a code ’71′ in your IC. If you don’t have a ’71′, that means you are a foreign-descent born in Malaysia,” he said.
He added that the presence of 59,000 voters raises suspicion as their IC numbers did not contain the “71″ code but they were too old to be born in Malaysia. The 59,000 suspicious voters were among 65,455 foreigners in the electoral roll.
“These voters were born before the 1980s but they don’t have the old IC numbers,” he said.
Adding to the suspicion, Ong said that in the Kudat constituency in Sabah, these foreigners did not have any addresses attached to them.
These data was collected from the electoral roll as at December last year.
“What is more troubling is the fact that 49,000 of these ‘foreign’ voters can be found in Sabah, where problems with foreigners being given fake ICs have long been documented,” he said.
Is there an alternative purpose?
Ong (picture, left) said that this information was obtained from the “race of the voter” category in the Election Commission’s (EC) list.
He said he obtained this detailed list from his sources as the usual voter roll for the public did not contain this category.
He pointed out that there were 65,455 foreigners in the roll including descendants from the Philippines, Indonesia, Afghanistan, Spain, Malta and Slovakia.
Admitting that these cases may be genuine Malaysian voters who are foreigners, Ong said: “I am not saying that there is something wrong with all these voters, but why would the EC be tracking the race of these voters comprehensively? Are they being tracked for an alternative purpose?”
Ong also highlighted cases where names were deleted or added to the voter list without the knowledge of voters.
Analysing both the 2008 and 2010 electoral rolls and cross-referencing with the December 2011 roll, he said that his team had found about 110,000 names which were either deleted or added to the roll without display.
He said that 106,743 names were deleted and 6,762 new ones were added.
“There is a category which indicates why your name is removed or added. For example, if you have passed away, or are now a qualified postal voter.
“But for these names, there were no reasons stated [for deletion or addition],” he said.
EC downplaying cases
Ong also cited the case of 3.1 million non-residential voters, saying the voting constituency of the voters did not correspond with the voters’ IC address.
This is an offence under Article 119 1 (b) of the Federal Constitution, which states that a voter must be a resident in the constituency which he or she is voting in. The law came to effect in 2002.
However, Ong said the EC has a loose interpretation of this law.
He said that this must be cleared; otherwise, the non-residential voters may be registered as phantom voters.
He said that a comprehensive study was conducted by the National Registration Department (NRD) over this matter 10 years ago and the results were given to the EC.
A sampling of about 200 of that data shows that these cases still persist, according to Ong.
“The point is that the EC has all these comprehensive data; so why is it not tackling these problems?
“It raises suspicion that this [problem of irregularities] is larger than what the EC makes it out to be,” he said.
Spirit of ISA Lives On
There are no terrorists, saboteurs and spies under the beds or in the trees. There are only people walking down the streets – for democracy.
So, two cheers for Democracy: one because it admits variety and two because it permits criticism. – EM Forster
The Internal Security Act is dead. But the spirit of ISA lives on. The dreaded law is reborn and has taken another form more horrible, more frightening, more abhorrent. In its unremitting drive to crack down on “enemies” of the state, the government has come up with a heavier weapon that gives the police extraordinary power to deal with so-called “security offences”. Now they can detain a suspect for 28 days without getting the approval of the court. To inflict more pain, the suspect is barred from seeing a lawyer for 48 hours after his arrest. To tighten the screw further, the authorities can delay informing the suspect’s next-of-kin. To instil fear into ordinary citizens, Big Brother can open their mails and messages and listen to private conversation – all in the name of the much abused term “national security”.
If the Security Offences (Special Measures) Bill is an assault on basic human rights, the amendments to three criminal laws – Penal Code, Evidence Act and Criminal Procedure Code – cast a long intimidating shadow over human freedom. Civil society has been dealt a double blow by a government that has not abandoned its hostile strategy to devise more repressive laws. Under the guise of working for a so-called progressive future, the devious minds of the political conspirators running the country have cooked up a brew more venomous than the draconian law of old. If the ISA has served its spiteful purpose of causing untold suffering and misery to the victims, the thrust of the new law is merely to prolong the physical agony and mental anguish of the enemies of the state.
The newfangled law will be in place in time for the biggest battle pitting an insatiable power-hungry incumbent against an invigorated opponent. It is not difficult to guess the gameplan: the all-powerful, all-encompassing, all-pervasive, open-to-abuse law is specifically targeted at clipping the wings of the challengers as well as NGOs itching to stage walks, sit-in, marches. The steel dragnet will sweep them all into the same dreary cells that had imprisoned and broken so many souls in years past.
The new architecture erected to herald the dawn of a liberal era has all the hallmarks of a police state. The long spiky arm of the law can now strike out at anyone deemed a threat – minor or major – to national security. Planning more Bersih rallies? Haul in the organisers for threatening public order. Going on roadshows to expose corruption at the highest level of government? Detain the ring leaders for inciting voters to hate the government and causing unrest. Calling for press conferences to produce documents on multi-billion-ringgit projects gone awry? Shackle the spokesmen for breaching secrecy rules.
Holding ceramah to attack government policies and initiatives? Charge the trouble-makers with threatening parliamentary democracy. Publishing foreign reports implicating the prime minister in some shocking scandals? Read the charge under the Penal Code and handcuff the editor. Sending e-mails or dialling someone to pass damning information about the love affair of a minister? Intercept the communication and pull in the perpetrators for revealing sensitive information.
Every indiscriminate action of the police will be music to the ears of the political bosses controlling the life of the country. Indeed, the police will be acting on the orders of politicians who have everything to gain from a clampdown on the opposition. With all their enemies behind bars, the way is cleared for victory at the ballot box. But the snag is, the repressive laws will fuel public anger and lead to more unrest and demonstrations. Street protests are part and parcel of parliamentary democracy and is the most effective way to show the government the door.
Yet the government wants to be the sole custodian of democracy and interpret whichever way it deems fit. The democracy it has in mind is a government of the party and for the party. The democracy the people have in mind is a government of the people and for the people. Never the twain shall meet because one uses laws to crush dissent while the other uses marches and sit-in to oppose state threats to human liberty. It is the common citizens who will have to bear the full brunt of state power in this one-sided contest. The government wants to weed out terrorists, saboteurs and spies who all represent a grave threat to national security. But there are no terrorists, saboteurs and spies under the beds or in the trees. There are only people walking down the streets – for democracy.

Bomb blasts hit Hatyai Lee Garden Hotel
More than 50 people were injured on Saturday after a bomb exploded at the Lee Garden Plaza Hotel in Hat Yai district, Thai News agency reported.
About 200 guests and hotel staff were trapped on the fourth floor, state media reported citing officials as saying.
The explosion took place at about 1pm (local time) at the underground floor of the 33-storey hotel situated in the heart of Hat Yai district, known as shopping paradise for tourists.
Officials added that fire erupted following the explosion and rescue workers were rushing to the scene to rescue the trapped people.
Simultaneously, bombs in Yala province have killed five people and wounded more than 50.
Yala Governor Dethrat Simsiri said three explosions took place at midday Saturday within a 100m radius over a period of 10 minutes in the commercial district of Yala municipality.
He said the first two bombs were hidden in motorcycles, while the third was in a car.
Such bombings are a common tactic of Islamist separatists who have been waging an insurgency in Thailand three southernmost provinces since early 2004. The conflict has taken more than 5,000 lives.

Dun play play with Robert Kuok...
“For the interests of their cronies, they arm twisted to take over Kuok’s Sugar Empire, cronies get rich by the 10s of billions, but it caused a national loss of more than 200 billion!”
Recently, the government offended Robert Kuok, as a result, the Malaysian economy suffered great blow! After the official Chinese Premier Wen Jiabao's visit to Malaysia, the Najib government now really understands Robert Kuok's influence on China!
In order to benefit their cronies, they arm twist to swallow Robert Kuok’s sugar empire. The cronies get richer by 10s of billions, but it caused a national loss of more than 200 billion! Those who has insider info can only curse: PKHKC it!
Malaysia sugar king left forced to leave Malaysia, but became the world’s sugar king! He bought the world's largest sugar mills in Australia, invested USD10 billion, It is the world's largest sugar cane sugar refining industry, living up to the name of the world’s sugar king.
On the other hand, the Malaysia government benefited cronies at the expense of national interests. For those who know the insiders info, Kuok offered much help to the Malaysian government in the past few decades, he had done everything possible; but what the government did was like what you will get when you turn over a pig stomach: feces. In other words, Najib Government is UNGRATEFUL!
In the "Confidential" news, is about the Chinese Premier Wen Jiabao's visit to Malaysia recently, it hit a snag with Najib.
Prior to Premier Wen Jiabao's visit to Malaysia, Najib and his cabinet on more than one occasion, hinted that he hoped China will double the amount of palm oil with Malaysia.
We all know that China is the largest consumer of palm oil from Malaysia. Rapid economic rise in the recent years, China became the largest palm oil market for Malaysia, but Malaysia is also strong competition from Indonesia, trying to sell palm oil at lower prices to China and India, diluting Malaysian market share. This is most worrying got Najib.
Najib hoped to sign a new palm oil trading contracts with Premier Wen Jiabao to sign in order to more than double the average 10 million tonnes monthly exports to China. But Wen Jiabao came to a Malaysia, told Najib, it is impossible. It was an utter disappointment.
Najib knows the Chinese market demand. Even to import one million tonnes of palm oil monthly, is not a problem. So, where is the problem?
The problem lies: Sugar Kuok does not agree!
Why Sugar King Kuak was able to influence China's decision to buy Malaysian palm oil?
Who is the monopoly of Chinese national oil market? China national oil market leader is "Arowana oil" cooking oil, accounting for nearly 40%! The Arowana oil cooking oil boss, is Robert Kuok!
Think about it, Premier Wen Jiabao on behalf of the Chinese government to buy Malaysian palm oil. Who is to refine it into cooking oil? Of course, it is the privatized enterprises! With 40% market share, if Arowana oil cooking oil company refuse the supply, how the Chinese government going to utilize the supply?
Najib was insensibly from the outset, and did not know Kuok has such big influence with China. He had helped cronies, forced Robert Kuok to give up the Malaysian sugar king throne, and didn’t expect to have such quick retribution
Kuok was forced to leave Malaysia, the heart is of course very unhappy. People of Malaysia must know, during the early days of Malaysia, we do not have aviation professionals, the BN government requested Kuok's father to help set up Malayan Airways.
1970 Malaysian maritime shipping industry is also a vacuum, the Malaysian government sent representatives to Hong Kong to personally invite Kuok’s help. Kuok for national development, he put aside the Group's business, came back to Malaysia to assist the Government to establish a national maritime shipping industry, this has the later MALAYSIA INTERNATIONAL SHIPPING COPERATION, referred to as MISC.
Robert Kuok was a big help when Malaysia was repeatedly faced economic difficulties. Even MCA Tan Koon Swan’s case, it was Robert Kuok who paid the bail! Malaysia successive governments, from BN to the National Front, owed Robert Kuok hell lot. But the Malaysian Government was ungrateful, using the hard arm twisting excuse to forcefully take over Kuok’s empire. This is not ungrateful?
Deng Xiaoping made a comeback in the 70s, announced China's reform and needed most generous help of overseas Chinese entrepreneurs; Robert was first to take actions to help Deng. Among the entrepreneurs of Chinese economic miracle are Henry Fok and Li Ka-shing Hong Kong. Malaysian entrepreneur Robert Kuok is the first to response of Deng Xiaoping in Beijing and built China's first five-star hotels: Shangri-La!
With over 30 years of deep relationship with the Chinese government and leadership, Kuok great influence. Najib failed to foresee that. This is why the quote at the start of this post : “For the interests of their cronies, they arm twisted to take over Kuok’s Sugar Empire, cronies get rich by the 10s of billions, but it caused a national loss of more than 200 billion!”
Kuok's sugar empire was eaten by the fat vampire's family abruptly. Imagine, a world renowned international trade business personality, what humiliation he received in return for his single-minded help all this while for his own country & government? And Najib would never think the consequences of offending the Sugar King will be so so serious.
Right after Sugar King left Malaysia, he immediately announced the acquisition of Australia's biggest sugar factory. This is the world supplier of raw material for sugar manufacturing. Of course, this includes supplying to the family of the fat vampire woman’s Sugar factory in Perlis.
Early this year, Kuok announced plans to invest USD 10 billion in Indonesia for development of the world's largest sugar cane growing areas, as well as advanced refinery. The world economic was facing downturn, the Malaysian government travel around the world to solicit investment. How much was Malaysia foreign investment? Kuok’s single investment in Indonesia is equivalent to as USD10 billion dollars! Don’t you want to screw the couple: PKHKC!?
At the moment, Kuok’s take towards China’s palm oil contract with Malaysia was to remain with the agreed terms. There won’t be any increase. Indonesia has more palm oil than Malaysia. It is cheaper too. Now that Kuok had invested so much money in Indonesia, the Government of Indonesia would have treated him as their God of Wealth. Certainly, open to negotiate anything with him. Moreover, Indonesia has been eyeing to take over the China palm oil supply contract from Malaysia.
The CONSOLATION China gave in return for not increasing the purchase of palm oil was buying frozen durian. Do the Chinese people have the habit of eating durian it? How much time and effort needed to market frozen durian from Malaysia? Thai durian may not sell well in China, let alone Malaysia frozen durian?
Business is business, who would supply millions of dollars’ worth of frozen durian into a brand new market with no durian eating habits? Should the Chinese people is not receptive of it. How to deal with return stocks? A total lost with capital. Is this how to do business? Do not be silly!
Earlier this year, when the news hit the papers about Kuok announced to invest USD 10 billion in Indonesia. Many criticized Kuok for unpatriotic, preferring to take so much money in Indonesia instead of Malaysians. What an injustice! You have arm twisted to take over other people's empire, forcing Kuok to leave Malaysia in much hurt & humiliation; now that Kuok ignore Malaysia market, and you have to criticize him?
For him to bring his huge investment to Australia & Indonesia instead of Malayia, who is to be blamed?
Incidentally, Kuok is not just Chinas’ hotelier, king of cooking oil, the world’s sugar King; he is also the patent owner of coca cola soft drink brand in the Chinese market. Kuok involved in a diversity of businesses in China. He created many job opportunities for China. The Chinese central government and leaders have great respect for an entrepreneur. He spoke a word, the weight will never lower than some foreign leaders.
So far, Kuok is the only one who never accepts the honors of the Malaysian Royal Malaysian entrepreneurs. Many people address him as "Tan Sri Robert Kuok," In actual fact, he did not have these honors, he doesn’t need those honors. To put the record straight, he neither “Tan Sri” nor "Dato".
